A police officer needs to have reasonable suspicion before they can make an arrest. When an arresting officer has reasonable grounds to assume that the suspect is engaged in illegal behaviour, that is considered to be probable cause.

A detailed set of facts and circumstances, not just a gut feeling or suspicion, must support probable cause. It takes more than a gut feeling or a suspicion, but not as much as it does to find a defendant guilty in court. An officer must be in a position to explain the exact circumstances that made him think the suspect had committed or was committing a crime.
