The main intent of the Treaty of Versailles after World War I was to end the conflict between nations in Europe.  However, because the treaty imposed very punishing terms on Germany, it ended up creating a situation where further warfare would follow.

Explanation:

The Treaty of Versailles, which came out of the Paris Peace Conference after World War I, was very punitive towards Germany.  Germany was forced to admit responsibility for causing that war.  We call that  "the war guilt" clause of the treaty.  Germany also was forced to pay large reparation payments to the Allies (who opposed Germany in the war).   The German economy and national pride were deeply wounded.  The Great Depression was worse in Germany than in America.  The bad situation in Germany made it possible for a radical leader like Hitler, making all sorts of bold promises, to win over enough people to rise to power.  The rise of Hitler and the Nazis meant Germany became eager for war and conquest, hastening World War II in Europe.

Bad White [126]
These things happened during the time of the Mexican Revolution. General Victoriano Huerta came after the assasination of Madero  and Pino Suarez, but before that, Madero and Suarez were pushed to resign in 1913. The ouster of Huerta failed. The failure of Huerta's ouster resulted to a civil war.

Why are states considered "policy innovators" in the federalist system?
asambeis [7]
Policy innovators basically mean to come up with new policy or reforms for the benefit of the people. In the US Federalist system, states are allowed to come up with their own policies and share them with other states and the federal government. This allows them to be policy innovators.
