So the first one is taught because it is past tense. The second one is will teach because it takes place in the future, this would make the sentence, "Last year Dr. Jackson taught World History. This semester he will teach Western Civialization instead. If it is in present tense, (and I am mistaken about the future part) it would be "is teaching".
