People should work for the government and the collective output should be redistributed equally. Fascism: Union between businesses and the State, with the state telling the business what to do, with nominally private ownership. Corporatism in Italy, National Socialism in Germany. Central planning of National economy. Redistribution of wealth (Nazi).
Powers not directly stated in the Constitution that have been interpreted as belonging to the national government are described as "implied" powers, since the Founders knew that they would not be able to foresee every necessary power in Congress.
