Rounding off to two decimal place means that you are rounding to the nearest hundredths. For this, you need to check whether the number next to the thousandth place is greater than 5, or lesser than 5, If its greater than 5, you need to round up. If its lesser than 5, you need to round down.

8 is sitting in the thousandth place, therefore, we will be adding+1 to the hundredth place.  

24.678 rounded to two decimal place ≈ 24.68

     $=\frac{4+4}{60}\times 100$

     $=\frac{80}{6}$

       = 13.33 %
