He or she believes protecting the health of the general public is a major concern.
For example “Elizabeth and Jonny were in the woods” normally when a setting is revealed it starts off by “in the” and the next few words are probably the setting. Setting usually comes in at the begging to let the reader know where the story takes place, hope this helps:)
