One of the most significant American psychologists was B. F. Skinner. He was a behaviourist who created the operant conditioning theory, which holds that behaviour is governed by its outcomes, such as rewards or penalties, which increase or decrease the likelihood that the behaviour will recur.

Punishment results in a behaviour being decreased, whereas reinforcement results in an increase in the behaviour. Punishment may be used in a good or bad way, much like reinforcement. Any reinforcer, whether positive or negative, makes a behavioural response more likely. Positive or negative punishments both reduce the chance of a behavioural response.
