y = \frac{1}{x^{2} } ----1.

Plug x = 2x in 1.
∴y` = \frac{1}{(2x)^{2} }  =  \frac{1}{4x^{2} } ----- 2.

Divide 1 and 2. You will get,

y = 4 y`
Therefore, y is quartered
