The cold war was started by the Soviet Union in Russia. It then expanded to Europe. Communism (the form of government that the soviets used) spread to Eastern Europe except Berlin, Germany. Berlin was attacked by the Soviets because if the germans treated the Russians poorly, then they could do the same thing. I agree when they came to Germany, the soviets were a little aggressive.
