Since draft dodging was illegal and many people even fled to Canada to avoid going to war or being prosecuted, Jimmy Carter pardoned all those who evaded their draft and they could return home. Out of all the draft dodgers, it is believed that only 4% actually got convicted, and conviction didn't last long because of the pardon.

Britain's coal deposits were easily accessed, and navigable waterways ensured that coal was easily transported to urban centers. The main social reasons stem from the fact that Britain had a large population that could work in the factories and a stable government.
