What is generally considered to be the greatest failure of the freedmen's bureau?

The biggest failure was that the land was given back to the people who owned it before and who rejoined the union. It was also not redistributed to help the people who were former slaves on that land. What happened was that the sharecroppers system was created this way which eventually became oppressive again.
