The first option involves the government and in market economy there is either no or minimal government intervention, the second option limits business rights but in market economy there are no limitations on businesses, third option is also a government nationwide policy but since there is no government in free market that option is also wrong.

Last option is the answer because free market economy usually has heavy competition.
