Norway is no.1 in the world for human development: They have huge oil reserves, which amounts to a lot of wealth. This, linked with a good government means that the people of Norway can reap the rewards of an excellent average lifestyle. Also it seems that there is a trend of people living in cities have a higher human development than those in the country. E.g Australia has a higher rate of people living in cities than canada, so it gives the illusion (in the results) that Australia has a higher development index ranking than Canada
