From the options given, option C. is formed by a complete sentence and a sentence fragments.

<em>-</em> It starts with capital letter.

- It ends with a period.

- It doesn't have and independent subject, this makes it express an incomplete idea. We don't know what was spilling all over the stove.

I would have to say C. The water was boiling. And spilling all over the stove.



Even though "It was spilling all over the stove" in answer B is technically not a complete sentence, "And spilling all over the stove" is probably more likely considered a fragment.
