I think the answer is poverty.

This is because most democratic countries are capitalist state. In a capitalist state, industrialization is high. Rural areas would lose farmers because people are migrating towards the city. Those migrants may or may not get jobs because of overpopulation and the lack of skills. Poverty will most likely occur because of the lack of food supply and city living are more or less expensive in terms of standard of leaving.
