Answer a)is incorrect, as Charles L'Enfant only designed Washington DC out of the two. b) Is also incorrect because the only one located at the intersection of 2 major rivers is Washington DC. Philadelphia is built in front of the Delaware river. Washington DC was designed in 1791 by Charles LÉnfant after being appointed by President George Washington, however Philadelphia is older, and was first established as a city in 1701, and by the 1750´s it had become an important trading center. Therefore, option c) is incorrect.

The only commonality between the two is that the urbanistic plan of the cities corresponds to a grid system, which basically means that the streets are at right angles to each other, forming square or rectangular blocks, and in general, a grid.
