Romeo first sees Juliet in Act 1 Scene 5. during the Capulet's party in which Juliet was supposed to meet Paris for the first time. Romeo's first impressions of Juliet are clearly about her beauty.  He is completely taken aback by how beautiful she is.  His first statement upon seeing her is "O, she doth teach the torches to burn bright!"
