<u>Bureaucracies are NOT always inefficient and dehumanizing. As a matter of fact, bureaucracy was created to prevent governmental agencies from being inefficient. The purpose was to have agents do their job as quickly and correctly as possible, each agent taking care only of his/her own task. It was also part of the purpose to treat all, agents and the general public, in a humane way, since the people of a country is its true ruler. </u>

We can say bureaucracies are inefficient or dehumanizing when they are fossilized. In other words, excessive bureaucracy may, unfortunately, have those characteristics. Since agents are supposed to only deal with a specific task, it might take longer to notice mistakes, or to reach out to other spheres. However, this is supposed to be the exception, not the rule. We cannot state that all bureaucracies are always like that.
