Propaganda means that, while the information<em> may</em> (Note: may) be fact-based, it is extremely biased to one side. It would either promote their own side or demote the other side. For example, we can compare the USSR propaganda with the US propaganda. Both sides showed that their own helped promote economic, political, and national security, while demoting the other side, and showing them as "inferior". This is propaganda, because both sides are giving  (while half-true) an extremely inaccurate interpretation of given information, or even falsifying the information itself to promote one's own agenda.
