One of three methods that could be used to plan a population is making a law where childbirth is limited in number. Another method is to encourage the adoption or fostering of children with no parents. A third method of planning a population is to limit who in the population can reproduce.

Below are the methods that can be adopted:

1. Implementing proper Family Planning Measures that will help control birth rates. The number of children a woman wishes to have including the choice to have no children will be taken into consideration.
2. Implementation of proper National Population Policy Programme. The government and a range of other social institutions should formulate measures which may influence the size and distribution of human population. 
3. Introducing Motivational Programmes that will spread the importance of Family Planning through mass media such as televisions and newspapers and that can teach families about the need of limiting a family size.
