Either way, as you read it, Randel is obviously alone in thinking. Rain, which symbolizes sadness, aides in this as well. Then when it is stated that he is looking at an empty cubby and sighing, it is obvious that is missing someone. Add the rain, signing, empty cubby....the effect is one of sorrow and mourning as he is sad, lonely, and missing someone.
