Fairly sure that this phrase is representative of the ratifying of an amendment. A 2/3 vote in the houses and a 3/4 vote in the states are the vote amounts needed for an amendment to the Constitution to be ratified. This phrase means that atleast 2/3 of each house agreed to ratify.
