Notice the way that Orwell almost seems to be making fun of Clover. He writes about all these terrible things happening, all these things that would make any logical person want to rebel and...take back their lives. But by then going on, in Clover's mindset, to have her say that she had no thought of rebellion or disobedience, and that she remained faithful in thinking that if she worked hard, all would be all right, THAT is gullibility.
