Well, experimentally, it's impossible, because of human nature. But theoretically, if extremely lawful people were appointed, that's one way. Another is if they had a serious reason to (like if they were given a legitimately extreme threat) and one more way is if there were one council or group to monitor them. the problem is, the council could become corrupt as well, and that system has certainly been tried.
Answer:
no, heck no. most people coming here from another country are hoping to be invited into a welcoming, free country. But when most people come here they are discriminated against constantly, shunned by society, and more recently, they have hate crimes committed against them and are put into camps that are comparable to concentration camps in Germany and America during WWII. America isn't a good country, not even close, if people are hoping to go to a free country, they should try Canada. Also, even though most immigrants have terrible jobs (janitors, fruit salesmen on the street, etc.) Americans always say that they're "stealing their jobs" but in reality, they're providing a service that Americans would never want to do. and immigrants are not even paid a good salary, they're paid less than minimum wage, which is already way, way too low.
I'm sure there are many key points that I'm missing, but I'm tired. and this is all from the top of my head.
