This line is from a poem by Emily Dickinson titled "There's been a Death in the Opposite House."

The use of imagery in this line tells us a lot about the events of the poem. The fact that there is a doctor at the location implies that the conflict of the story is somehow related to health. Also, the presence of neighbors and the movement of windows makes us think of a house. Finally, the way the windows are opened and the neighbors rush in and out give the poem a chaotic tone, and imply that the event is a tragic and difficult one.
