Normal or not is depended on the intent.

A ton of Big sisters all across the world often give the little brother wedgies in order to play around and have fun. Just like animals who are biting each other but never meant to hurt each other.
If the intention is to publicly humiliate the little brother, then it falls under 'abnormal' category.
