Founders have such a belief in revolution because they have already revolted against their colonizers and were successful in claiming their freedom from these colonizers. 

Revolts are staged when the people are against the machinations of the current government. Each government are tasked to protect the rights and freedom of all its citizens and if the government itself is the one who violates the rights and freedom of the people, the population will stage an uprising to put a stop to these abuses and change the people who holds these powers to govern.
