The answer to this question was the differing tariff policies of the states. This was one of the economic problems of the Articles.  The Articles of Confederation was made and was agreed upon by the 13 original states of the United States. This served as the first Constitution of the United States. To preserve the independence and sovereignty of the states is stated to be a guiding principle of the Articles.

Article IV - The States

And the Congress may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof. The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States.
