Third side is 7 less than twice the length of one of the other sides =(2x-7) cm.

Perimeter
2x+(2x-7)=44
2x+2x-7=44
4x=51
x=51/4

Third side is 
2x-7= 2(51/4)-7=18.5 cm. Answer is D.

x = the length  of one of the other sides

 third side=2x-7

          2x+(2x-7)=44
            2x+2x-7=44
                      4x=51

                 x=51/4

                x=12.75 (1 side)     2 sides =25.50
