The cartoon refers to a campaign that President Andrew Jackson did to block the renewal of the Second National Bank in America. The U.S. Congress voted to reauthorize the bank but President Jackson used his veto power and vetoed the Bill. That is why the cartoon depicts Jackson wearing King customs, holding a veto bill in his hands and trampling on the Constitution.
