It's Latin and refers to citizenship not by place of birth but by having both parents from a certain location.

Explanation:

A system called jus sanguinis is when a person obtains citizenship within their fathers or families. Jus sanguinis the is a principle of community law by which citizenship is not restricted by place of birth but by having one or both parents who are citizens of the state. Children at birth may automatically be citizens if their parents have state citizenship or political connections of ethnic, cultural, or other origins. Citizenship can also apply to kids whose parents belong to a diaspora and were not themselves citizens of the country granting citizenship
