Solution

According to the Utilitarianism theory, an act must be performed if it does the maximum good or the minimum bad.  

Autonomy gives a person the right to make choice on the basis of own judgments and perform whatever actions they choose.

Veracity deals with telling the truth only

Out of the three none of the theory is able to justify the treatment given to the two critical people even when they do not have insurance.

However, Deontology believes that humans being rational must act out of principles and do what is right until it does not violates the moral duty.
