O' Henry's choice to have Jimmy write the note to Bob <em>provides the reader with insight into Jimmy's character and illustrates how different the two men are after twenty years</em>. After this time, Jimmy has become a police officer and Bob, a famous criminal. <em>They used to be friends when they were younger</em>. But when they meet after twenty years, Jimmy realizes that his friend is a known criminal who is being searched for, and, as he used to be close to him in the past, <em>he cannot arrest him on his own</em>, so he looks for another police officer to arrest his friend.

Ok the setting is clearly outside.

The first point could be that the description of the growling dog gives an effect of being surrounded by danger, especially with the repetition of the growling coming from everywhere.
It give a feeling of being trapped and Stephen king uses this to create tension.

The second point could refer to the woman and her strange actions because she is frightened of the unknown, and often being in the outside exposes you to things you can’t always escape from. King uses this to convey a fearful setting that a reader can relate to.

Yes, it can, depending on the word. Prefixes, however, almost never change the root word. The most common changes of a root when adding suffixes are the removal of a final E that follows a consonant (e.g. diving), or the change of a Y to an I (e.g. silliness).
