Because the United States has had such a "bitter" relationship with the Cubans, for example the bay of pigs invasion and the Cuban Missile Crisis, we  essentially had cut all ties and trade relations with the island-nation. Recently, we have been trying to re-establish ties with the nation, but the embargo has yet to be lifted. However, if the Cuban government reformed and started to hold fair democratic elections then I would have no doubt in my mind that we would once again establish diplomatic ties and lift the embargo currently placed on Cuba.
