I know that the English had to houses:the upper house and the lower house, and our government has 2 houses- the House of Representatives and the senate, so that’s one way.

As a result Carter failed to secure re-election (a defeat) after his first term in office because voters (Americans) realized that he was indeed weak and prone to defeats due to his inexperience.
