I believe the answer is: In order to obtain power, the communist government had to trick the people into giving the government a lot of power.

- In order to do this, communist government often teach the people that they are helpless and only the Government can help them out of their difficult situation. (through government welfares). But this lead to a situation where many people become too dependent to the government and it is really hard for the people to override government's power

- The communist government also often execute or put people who dare to speak up against them in exile and branded those people as criminals.
