Answer:

Abbasid Bureaucratic strucure inclued Persians to manage political and  tax affairs which eventually will end up on a loss of power of the abbasid.

Explanation:

Abbasid dysnasty is well known for delegating political and tax matters to a Persian bureaucratic class. They were in charge of many labors and did some actions never seen before in previous dynasties such as the inclusion of non-Arabs Muslim as part of their islamic community. However, the bureaucrats eventually got influence enough to get more power even against the Abbasid. This was one of the factors that contributed to the fall of abbasid dynasty.

Slav-nsk [51]
Let's go through the options.  "Delegated" powers are specifically listed to give to the national government.  (B is wrong.)  "Implied" powers aren't listed, but are needed to carry out the delegated powers, so this is given to the national government.  (D is wrong.)  "Reserved" powers are for the states only!  (A is wrong.)

"Concurrent" means "shared."  These are the powers that the national and state governments share--like collecting taxes!

Answer: concurrent
