They could also have an emergency hotline that children of all any age 2-18+ can get to whether it be through phone or some other method. Asking neighbors to call right away if they see/hear anything that could be linked to child abuse. Following the line of emergency hotlines they should have therapist and counselor hotlines running 24/7
