The continental congress could neither levy taxes nor regulate trade. <em>The authors didn't want to give congress the power to regulate trade and dictate the states what to manufacture or buy,It was due to the bad experiences they had under the British rule when their production and trade was restricted</em>. There was no provision for the federal court system and amending it was very difficult.
