During the Civil War, President Abraham Lincoln had to strengthen presidential control over Washington and prevent Confederate troops from attacking it; he attempted to do so by suspending habeas corpus in order to facilitate the movement of Union troops to Washington, especially from Baltimore during a time when a state legislator attempted to stop the movement of Union troops.
