The effect of the Congress of Vienna on the development of nationalism is that it has negative effects because the Congress had created political boundaries that ignored national groups instead placing these groups under the control of large empires. The powers in the Congress of Vienna in 1815 were afraid to the spread of nationalism spread by Napoleon.
