preventing is better than cure is related to disaster  management because for example an you are a fisherman back from fishing at evening you have to go and listen or watch weather forecast for weather of tomorrow in your area and find out that is going to be a flood,that is preventing because you are knowledgable of the weather condition of tomorrow and take necessary precautions .Cure is when you are working and you see flood then you start calling people to help you which is cure
