Thoughts are more important than actions mostly in the profession of Lawyers.

Lawyers sometimes develops fear in the mind of Plaintiffs. They may bluff, threat with  legal actions or sometimes may even slap them with the fear of prison. Although they in some cases may actually take legal actions but most of the time it is aimed to bend the plaintiffs or the other side to their will.

Thus, they (lawyers) Sometimes just implement the idea or fear of prison in plaintiffs or other side's mind to make them bend at their will. Whereas, in actual they might not at all plan of sending them to prison.
