It was found that No contract exists due to mutual mistake of  fact as to the existence or identity of the  subject matter of the contract. The central question in this case  was whether there was an enforceable contract between the parties

If I'm not mistaken, it was used as a neutral zone. Basically splitting hostiles from non-hostiles. It was also being used as a safe haven for the poor who couldn't pay taxes.
