Explanation:

In the first place the progressives believed that the minorities were taking advantage from the system and that's why they used their power and influence to claim that by helping the minorities development the rest of the people were being treated unfairly because their opportunities were taken away from the minorities. In second place, this Ideas came from people who already had power and belonged to influential circles that were privileged and had racial beliefs. In third place because they used their power to gather followers who supported their ideas and amassed people from the labor class to support their postures.
