Answer:

A country must have people to rule over, they must have a great economy and rights for their people in order to prevent any mobs and up rises in war because of unfair treatment. They must also have a determined and loyal ruler that looks in every directions before deciding to do something in other words, steps in everybody else's shoes to see how big or little the impact will be of his/her decision. A powerful empire also has different occupations to keep everyone busy and the economy running. A powerful empire must also be ready to go at war at all times, therefore they must need a large army of soldiers also armed with the best weapons. Lastly, a powerful empire must have allies with other countries so that they will have support in war and etc.
