The primary purpose of government should be to provide for poor people. More and more citizens have fallen below the poverty line, and homelessness and hunger are on the rise.

1. Casual: Don't see how this is casual in any way.

2. Informal: The author is expression their opinions rather than stating facts so I could see how this might be the correct answer.

3: Academic: This could be perceived as formal and proper if you're just learning about moods.

4. Friendly: I see nothing particularly friendly or unfriendly about this passage.

Really it could be 2 or 3. I feel that you know the answer based on the context of your class and how advanced it is.
