Juan Manuel de Rosas was an Argentine politician and military officer who ruled the province of Buenos Aires and briefly the Argentine Confederation. Rosas put his workers in a private militia, something common to rural landowners of the time, and participated in factional disputes that led to several civil wars in the country. He succeeded in the war, gained personal influence and was followed by a loyal private army, becoming the caudillo's model, as the provincial lords of the region were known. Rosas eventually reached the rank of Brigadier General, the highest in the Argentine army, and became the undisputed leader of the Federal Party.

Rosas was elected Governor in December 1829 and established a dictatorship supported by State Terrorism. He signed the Federal Pact in 1831, recognizing provincial autonomy and creating the Argentine Confederation. His term expired in 1832 and Rosas left for the frontiers in order to wage a war against indigenous populations. His supporters held a coup in Buenos Aires in 1835 and asked him to return once again as governor. Rosas reestablished his dictatorship and formed Mazorca, a repressive armed police force that killed hundreds of civilians. The elections ended up becoming farces and the legislative and judicial powers were transformed into instruments of his will. Rosas also created a cult of personality and his regime became totalitarian, with all aspects of society being rigidly controlled.
