In the eyes of the cobbler, Caesar was a hero and a noble man.  The cobbler saw Caesar as one of them, one of them who was fortunate enough to rise in social status.  On the other hand, Flavius and Murellus saw him as a fluke, a pretender and person not worthy of the praises that were being given to him.  This opinion seems to have been cultivated in them by there belief that Caesar, who was from poorer upbringing and who unlike most of the high status people of Rome was not born into his status, infiltrated and defied the social structure and as such was not worthy of their very time.
