Hoover believed in laissez faire economics and the idea that the US economy would recover on its own. This is why Hoover took minimal action to help citizens directly. This lack of direct action resulted in people blaming Hoover for their problems. "Hoovervilles" became the name of the shanty towns for homeless citizens. "Hoover blankets" referred to newspapers that people used to cover themselves because they could not afford blankets.

Anti-war sentiment was growing among Japanese civilian leaders, but no peace could be made without the consent of the military leaders.  They still retained hope for a negotiated peace where they would be able to keep at least some of their conquests or at least avoid American occupation of the homeland.  On July 29, 1945, the Japanese rejected the Potsdam Declaration.
